Consultation on discounts, multipliers and seasonal factors in accordance with Article 28 of Commission Regulation (EU) 2017/460 establishing a network code on harmonised transmission tariff structures for gas

28 November 2025 - The Decision on discounts, multipliers and seasonal factors for 2026 was adopted during the 27th session of the Board of Commissioners of the Croatian Energy Regulatory Agency (HERA) held on 31 October and 7 November 2025 (Decision).

This Decision was preceded by a Consultation on discounts, multipliers and seasonal factors in accordance with Article 28 of Commission Regulation (EU) 2017/460 establishing a network code on harmonised transmission tariff structures for gas, held at the same time as the consultation of the proposed reference price methodology for gas transmission services carried out in accordance with Article 26 of Commission Regulation (EU) 2017/460 (NC TAR), in the period from April 10, 2025 to June 10, 2025.

Upon completion of the consultation and taking into account responses received within the consultations and aspects under Article 28 (3) (a) and (b) of NC TAR, HERA has adopted the Decision on all elements referred to in Article 28 (1) of NC TAR.

In accordance with the adopted Decision, HERA also conducted a consultation on the Draft Amendments to the Methodology for determining the amount of tariff items for gas transmission (Methodology), in the period from November 7 to November 23, 2025.

11 April 2025 - HERA informs interested parties about the start of the Consultation on discounts, multipliers and seasonal factors in accordance with Article 28 of Commission Regulation (EU) 2017/460 establishing a network code on harmonised transmission tariff structures for gas. The Consultation will be held in the period from April 10, 2025 to June 10, 2025.

After the completion of the consultation HERA will adopt a formal decision about the items referred to in Article 28, paragraph 1 of Regulation 2017/460, which will be published on HERA website.
