Final Consultation on the draft Reference Price Methodology in accordance with Article 26 of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas

HERA has adopted the Decision on the elements of the methodology for determining the reference price for gas transmission services in accordance with Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas

31 May 2019 - The Decision on the elements of the methodology for determining the reference price for gas transmission services in accordance with Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas was adopted during the 12th session of the Board of Commissioners of the Croatian Energy Regulatory Agency (HERA) held on 23 May 2019 (Decision).

This Decision was preceded by a Final Consultation on the draft Reference Price Methodology in accordance with Article 26 of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas (NC TAR) that was conducted in the period from 18 December 2018 to 18 February 2019.

On the 18 of March 2019, HERA published the consultation responses received within the consultation and their summary, in accordance with provisions set out in Point 3 of Article 26 of NC TAR.

In addition to the adoption of this Decision, HERA has also published a Notice to the users of the gas transmission system (available only in Croatian), with the aim of summarizing the changes made by this Decision and clarifying the impact on the users of the transmission system.

18 March 2019 - The Croatian Energy Regulatory Agency (HERA) on December 18, 2018 published Final Consultation on the draft Reference Price Methodology in accordance with Article 26 of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas (Regulation 2017/460). The consultation was conducted in the period from 18 December 2018 to 18 February 2019.

During the public consultation, HERA received one anonymous response and two responses from following energy entities:

  1. Plinacro Ltd., Zagreb (available only in Croatian)
  2. Prvo plinarsko društvo Ltd., Vukovar (available only in Croatian)

In accordance with Article 26, section 3 of the Regulation 2017/460, HERA within one month following the end of the consultation shall publish the consultation responses received and their summary.

20 December 2018 - HERA informs interested parties about the start of the Final Consultation on the draft Reference Price Methodology in accordance with Article 26 of Commission Regulation (EU) 2017/460 of 16 March 2017 establishing a network code on harmonised transmission tariff structures for gas (Regulation 2017/460). The Final Consultation will be held in the period from December 18, 2018 to February 18, 2019.

Within one month following the end of the Final Consultation, HERA will publish the consultation responses received and their summary, and by 31 May 2019 at the latest, will adopt and publish a motivated decision on all items set out in Article 26(1) of Regulation 2017/460.
