Pursuant to Article 9 of the Accessibility of the Websites and Mobile Applications of Public Sector Bodies Act (Official Gazette No. 17/2019) the Croatian Energy Regulatory Agency publishes the following

ACCESSIBILITY STATEMENT

The Croatian Energy Regulatory Agency (HERA) is continually committed to making its website accessible in accordance with the Accessibility of the Websites and Mobile Applications of Public Sector Bodies Act (Official Gazette No. 17/2019) (hereinafter referred to as: Accessibility Act), which transposes Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies.

This accessibility statement applies to the website of HERA (www.hera.hr).

Compliance status

The website of HERA is partially compliant with the Accessibility Act. Rationale for the parts of the website which are non-compliant with the Accessibility Act (non-accessible content) and/or to which the exemptions prescribed by the Accessibility Act apply, are listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

(a) Non-compliance with the Accessibility Act

  • On some web pages, the structure of the text and correct reading sequence cannot be programmatically determined, which makes the pages difficult to read with assistive technologies.
  • Most of web pages are not suitable for display on devices with small screens, e.g. smartphones.
  • None of the web pages can be navigated through a keyboard interface.
  • Many PDF documents available on the web pages are not fully accessible, for example regarding contrast ratio and the use of colour, and the content's structure. Scanned PDF documents are difficult or impossible to read with assistive technologies.

(b) Disproportionate burden

  • For all non-compliances given in section (a) above, HERA temporarily invokes the disproportionate burden exemption, within the meaning of Article 8 of Accessibility Act (equivalent to Article 5 of Directive (EU) 2016/2102).

(c) The content is not within the scope of the applicable legislation

  • In accordance with Article 3, paragraph (2), point (a) of Accessibility Act (equivalent to Article 1(4)(a) of Directive (EU) 2016/2102), PDF documents published before 23 September 2018 are qualified as archive by HERA and are out of scope of the Accessibility Act.

For getting an accessible version of some non-accessible content, please send an email request to the Information Officer of HERA at and provide the following information:

  • your name and email address;
  • the address (URL) of the web page or document for which you request an accessible version;
  • the file format in which you want to receive the content (e.g. PDF file created by exporting the content from an Office file format).

HERA will answer your request within 15 days of the receipt of the request.

This statement was prepared on 15 January 2020 and last revised on 15 January 2020.

To prepare this statement, HERA carried out a self-assessment against the relevant accessibility requirements set out in European Standard EN 301 549 V2.1.2 (2018-08).
